This was the way the league and the union could agree to determine if, in fact, there was a steroid problem in baseball and therefore needed a policy.

The tests were supposed to be anonymous as the only thing that mattered was number of positive tests vs. number of negative tests.
They screwed the pooch all the way around on this one.
