I think the issue in CA is the lack of enforcement on the regulations on the books.

While I don't live there, the perception is that enforcement is extremely lax and basically anyone can get access to pot even though it is supposed to be only for medical reasons. That would violate Justice's explicit statements on when they would leave state laws be.
