they have some $ coming off the books this off season.

Peppers is done, and he was high priced for little results this year.
Not much else to franchise tag. The offense was top 3 or 4 in the league most of the season Cutler and McCown. They have much biggers concerns on defense, and I think they are right to keep the offense as close to as-is as possible, and concentrate on the other side of the ball.
