I'd say shared fault. The letter in October (I need to check) had the new address I think. But they should have their forwarding in order.

When I used BillPay in November, I didn't have the letter with me, but I knew the new name to use so didn't need it (I thought). The PO Box is in the same town and zip so I didn't even noticed it has changed, so I didn't change it in Bill Pay.

At the same time, if you are collecting mail from your new PO Box 250 instead of your old PO Box of 200 at your small town PO, is it really that hard to forward and collect mail for your old box?
