actually, sometimes they do and your info is likely more safe with them than with anyone else - including banks and credit cards.

SSN is sometimes the only unique identifier between medical facility, medical insurance and government agencies (if they're involved).

When banks violate privacy they have funds to get out of trouble. When medical facilities violate privacy - effers get fired and fined hard. Put the SSN down and help people do their jobs.
