Right. This is the same kind of timer you use for lamps when you're away from home.

First you turn the dial so that it matches the current time. Then you set the pegs to the point where you want to trigger an "on" or "off" even. If you've set the dial correctly and then set one peg to "2pm", then at 2pm, either the electricity will be fed or the electricity will be cut (the opposite of what's currently happening). Then set another peg to a later point (say "3pm") and it triggers the opposite event. Some timers come with multiple pegs so you can do it repeatedly throughout the day.
