You're over-stating his career / impact.

for modern wrestling (aka being a character and engaging to the common fan), he wasn't great.

He couldn't talk worth a damn and he wasn't larger than life. He was a very good wrestler but his personality was minimal.

The hardcore fans loved him becuase he was great in the ring, but the common fans never put him high enough to legitimately make money.

His push came at a time when the WWE was trying to get away from Hunter Hunter Hunter all the time; show some love to the rabid fans and then a relatively quick pivot to Randy Orton as the new chosen one (that Orton quickly fucked up, leading to the rise of Batista against HHH instead)
