I don't think outing, say Anderson Cooper, is appropriate for a news organization simply because his being gay isn't relevant to his job.

Being gay is only relevant in Schock's case because he has taken public stands against gay rights and is in a position to vote og legislation that would deny those rights to others. That makes him a big, fat hypocrite. And hypocritical politicians are fair game for having their hypocrisy noted in the press.
