You'd roast a lamb leg with vegetables and gravy on the side, then the next day you would chop up the leftover lamb, mix it with the gravy, then mash the roasted veg and spread them in a layer on top.
But then it started getting made as a frozen meal using mince, and beef mince is cheaper than lamb, so they used that.
