Maybe it has to do that I watched many more hours of Premier League this weekend than NFL but that whole downtime between plays was really noticeable

The NFL is really, really bite sized. I know there's the whole criticism that soccer is boring to watch but it doesn't come to a complete stop every 20 seconds of actual playing time for at least that much time.
It could be that I'm currently more fascinated as I'm trying to catch up with the strategy and playing styles of the Premier League in contrast that I think we all kind of watch football with a bit of shorthand in place. By that I mean, at least personally, I don't watch every NFL play super closely cause I've seen countless screens / draws / play action passes etc so I think I sub-consciously know what's going to happen as it happens.
Not the same for my current Premier League viewing. I'm so far behind that I'm still fascinated by just how much defensive players are part of the offense as just a small example
