the land owner ordering out must be a common scam run on americans coming in. the show they had about the dredger in africa is something they do, the dude invests money bringing in gear and as soon as he gets it set up, he gets charged with illegal importation and has to flee the country before getting jacked up and prisoned. (this is something they've been known to do, they would invite photographers to come and photograph the royal family and as soon as they arrive they get arrested for importing camera without a license, jailed and allowed get out/postbail etc without any of their gear.
I think the landowner would have pulled the rug out cause he knows he can get the locals to do the work for a lesser cut...he figures the hoffs can't afford to drag the gear out and nobody local can afford to buy it
