Right. Teams can negotiate whatever compensation they like after the franchise tag is applied.

It's a proactive move for protection from someone signing the player away. I don't think anyone has actually paid the two first round picks since Keyshawn Johnson and Joey Galloway about 10 years ago. And I don't think either one of those was technically a franchise situation.
