Like an onion. Layer upon layer (spoils)

The Black Freighter story parallels Veidt's story. A man who's goals are worthy, but who's means of achieving them are suspect.

Then you've got the whole "space octopus" which is such a comic booky thing, but that's exactly the point. It's absurd, yet it wreaks real havoc and achieves a noble goal, but at a very questionable price.

Then you've got Rorschach who can't see ANYTHING but black and white. What Veidt did, in Rorschach's opinion, is completely wrong, no matter the intent or the good that comes from it.

Then you've got two men, Manhattan and Veidt, who are both God-like, yet almost completely different in all respects. Manhattan is a god with no connection to humanity, so he's blinded to its value. Veidt recognizes its value, but only at a collective scale.
