I would guess they offer it to the 2nd highest bidder, probably after some negotiations about how much the protest bid effected the price.

as in did they bid the price up from a 30m or whatever.

2nd bidder might be wary due to concerns about the legality of the ownership. foriegn governments are claiming their misappropriated treasures, and china now has economic leverage. heck they could ask the us to fetch it for them and we'd pretty much have to
