Yes. I tried adding my brother as a second profile but when I said "show my stuff" and tried to watch tv, it wanted to set up his channels.

In Forza we've also have users buy a VIP DLC only to have it assigned to a secondary account, and the first account doesn't receive the benefits.
I expect they'll have this stuff sorted out by the end of the year though.
