Still not through the whole article, but I have to wonder about the falling thing...

why didn't the cities these houses were in pass some sort of safety ordinance in their building code to force these houses to be safer?

It would be as simple as "If the building is being used to house students, these precautions must be taken" And if they're not, they are denied occupancy permits. It's an easy enough thing to do.

I'm thinking back to my fraternity days and aside from actually jumping out of the window, I don't think there was any place in our house where someone could have fallen out.
