There's some blame to be had by both sides, but I think that the majority of the blame lies with the government.

The protesters wouldn't be out but for government policies. Past actions of the government make it reasonable that the protesters have some fear it would turn violent, but there were at least some protesters that clearly initiated the violence that later got out of hand.
