Sounds more like the FCC wants to see how things happen within the newsrooms

There are lots of ways that info could be used.
At the least, it could help the FCC see if consolidated ownership has resulted in underserving a market.
If this info allows the FCC to create ownership rules that prevent one parent company from nearly monopolizing an area's news providers, that's a good thing.
