I don't see why the refs should be policing what the players say to each other but that's the rules of the game.
Do they penalize players for other curse words? I doubt it. I hear and see them cursing at each other all the time without a flag being thrown.
It's a silly idea and rule that is being done just so they appear to be doing something about a problem that likely doesn't really exist or is one off incidents that rarely happen. It's very likely the only time it's said is not in a racial way.
