Let me get this straight - you are expecting someone to wait behind someone else when there is a pump not being utilized? Your idea is like if McDonalds had a line for people ordering burgers, and another for people ordering nuggets, and not allowing people to jump between the two if one was open.
You pull into the gas station and if there is an empty pump, you pull around to however it's going to align with your tank. The world does not work the way you think it does.
