She was safe no matter how the makeup turned out.
So she just follows his lead and does a shit job and there's one less person between her and victory. I think you're saying she should have focused on eliminating a real threat, but that relies on her and Hair Boy turning out a top look which was not going to happen.
And don't forget the judges have a "save" in their pocket where they can choose to keep a person who would otherwise be eliminated. I doubt they waste ot on someone who turns out a bad makeup (like Hair Boy) but probably would use it to save Rashaad if he did a good makeup in a week when everyone turns in good work.
FWIW, if she actually did set out to torpedo Hair Boy, I like her a lot less for doing so. I much prefer when everyone is interested in winning by being better, not by being underhanded.
