I'll freely admit I'm sensitive to religious expression. Probably because I'm constantly bombarded with it.

And yet, I'm not allowed (it seems) to find it offensive because it's just "freedom of expression."
Harassment is anything that creates a hostile work environment. For me, bible quotes would fall into that category. Yes, I would try to work it out first and I would ask the sender to not send me that type of thing in emails after receiving it the first time rather than immediately going to HR.
