Yeah. And that is what typically happens. Neighbor, for whatever reason, gets unhappy and notices the rule is in place.

Then the HOA has to follow their own guidelines. Still amazed they changed the majority set-up, though. You will find in an HOA it is next to impossible to get the super-majority to vote for *anything*. We had an HOA that the county agreed to take over the sewer service (lift stations, etc), which would save the HOA form maintaining them. A huge savings. I personally had to drive to seven different counties to owners home addresses and get the last signatures we needed to do so. If people won't respond to save themselves money, good luck on something like this.
