it seems like the guy was starting to cooperate, putting on his pack and I think a cop accidentally discharges a round, then all hell breaks loose

and yeah, they are shooting the guy in the ass cause he's still squirming around, this was the same principle as when they beat the crap out of Rodney King, he was still moving.
one thing we need to keep in mind, these few minutes are at the end of a 3 or 4 HOUR stand off in whatever heat there is in the spring of the desert
but as occupy wall street says...what if those mortgage and derivitive brokers got the same attention as some mentally ill guy sleeping in a park got?
