As far as I know, that's only true of broadcast networks, not cable.

And being cable, AMC wouldn't have any local affiliates.
Now, they could probably apply some other kinds of pressure, but I think it's more AMC not wanting the hassle of angry people who are fine with everything on The Walking Dead but would call or write and complain if someone said "fuck."
But maybe they have more power over cable than I thought since HBO told Apatow that they could lose their broadcasting license if they aired something they wanted to do on Girls.
