They did apparently have other people trapped in other places, as they were yelling for help during part of it. But if they have another way to herd them somewhere else, such as B, or C, then they should have used it. Instead of herding them so that they would be locked up with people they obviously knew. That being the owners of the pocket watch, riot gear, and poncho.
Also, if Carol is in one of them she would have been smart enough to have Tyreese hang back, and he would have been on the lookout for Rick or them to warn them. Or more likely, she sends Tyreese in and she waits and watches with Judith while picking off an sentries she runs across.
