i tend to doubt it's going to be a huge issue, but this is what you get in a sport that's never had national oversight...

one of the many, many reasons horse racing is completely screwed up is that it's always been run on a state level and rules have never been codified across the board on a nationwide basis. it's mostly why the marketing has always been a mess, too.
