TIFF used to be crazy affordable for a major film festival. It's less so now, but with package deals it's not too bad.

It's been several years since I've gone so I'm not sure what the ticket prices are now. If you want to stay in the heart of the festival the lodging isn't that cheap but you can stay a little bit away and use public transportation. When I first went the exchange rate was also very favorable but that's gone now.
