I made the comment to my wife several times that it seemed like they both had a common goal but never talked about it.
Like when she was in the water trying to play up a "women's alliance", Spencer was on the beach talking to Tony and starting suspicion on Jeffra. They were both acting in their own best interest, but they never showed them putting together that master plan, it just appeared to happen organically because they needed it to happen.
