you have to decide what's more important to you. Friend Charlie or your Institutional Integrity.
The compromise I see is that you give him a 3.5, tell him it's not him, it's you and give him as much detail as to what you need from him to realistically give him a 4 next year.
Because he's a friend I'd give him a year now to get to your standard.
