charges are going to be unfairly negatively impacted. I'm certain you're absolutely right that he's a 3, but if the same quality work is being judged by others as a 4, your people are going to be hurt. So you either upgrade or you have to go on a campaign to explain your grading and have your superiors understand the difference. We go through that here as well. Some departments grade higher than others. For a while we had an "equalization committee" when we gave merit raises (we now do lock step and bonuses are more hours based).
