i actually think its part of the overal plan. you get rid of trouble makers, the ones that do more than complain.

look at what they did in ww2 with the warsaw ghetto uprising, sat on their ass and let the jews get slaughtered, *then* they start their own, would have been more successful if they started once the battle was in full swing and they committed all available troops
