You're arguing that these people would not band together, because it would only be based upon fear. That just doesn't fly. If in order to make sure that the entirety of humanity isn't slaughtered, something this being is presumed capable of doing -- and has had two trial runs at doing -- it makes absolute sense for all involved to agree to lay down arms for the sake of everyone. The entire point of the film is that the brutal people are the ones who need to be left behind. That's why Comedian and Rorschach are the two who have to die. They're the dinosaurs.
Whereas Moore's ending is easily the weakest part of the book in terms of making sense -- it would be a short term solution at best -- this one locks everyone in under the umbrella of fear. They have absolutely no choice but to toe the line. Otherwise, a monster who has said on television that there is no difference between a living person and a dead one may return and finish the job. Saying that is anything but the tightest possible solution blows me away. It's the only one that ties back cleanly *and* perfectly.
