unfortunately, that's less the exception than the rule these days.

if you've already decided you don't want that job, it's not even worth calling him back, imho.
As far as publicly available information on the interwebs, a google search is pretty much the extent of the time they want to spend researching prospective employees, so whatever you can see they can see (but make sure your facebook permissions are locked down tight). Credit and background checks are a possibility, but usually come later in the interview process, if at all, because they cost money.
