They're probably on an overloaded node. Comcast is notorious for doing that in cities, like Seattle.

It's one of the reasons that dsl took off so damn fast when it first started up, there. I'm not kidding, you can tell when school is out for the day because your net slows to a crawl when the kiddies get home and start downloading crap. being constantly on IM, and just surfing graphic intensive sites.
