THIS was not a case of buyer fraud, but there have been some outrageous examples...

the fine print of paypal is that the item has to be sent via a trackable ON LINE means. In other words, the post office is out, sure you get a receipt and a signature on the delivery, but some gum chewer / betel nut chewer in india can't click a link and see the entire progress, automatic finding for the asshole who can tell you they will be rippping you off. some jerks have racked up dozens of these frauds. ebay has finally figured out they oughta do something about it.
