It's the disconnect between NXT and the main roster booking.

Paige was a badass in NXT, and then she shows up on the main roster as an underdog who gets beat up the whole match, does one move and wins.

Bo Dallas was pushed as a blue chip happy go lucky face and NXT hated him. So they tweaked the character into being a heel who thinks he's an inspirational underdog face. It's brilliant. On Raw he's become sort of an inspirational speaker and it's not connecting nearly as well.

Adam Rose is all gimmick and entrance and that's it. I love the gimmick but that's all he is.

The problem is they're forgetting what let the NXT kids get over when they get to the main roster. Until there's more cohesion between the two, this will be an issue.
