Kovacs worked at a dressmakers and a dress came in that was especially made for Kitty Genovese. The dress was a special material, three layers. The outer layers were a plastic of some type and the inner layer contained something that shifted according to heat and pressure.
When Genovese was brutally killed (this is the real-life case where her neighbors watched it happen w/o calling for help) he took the dress and fashioned it into a mask.
His face is symmetrical the material creates patterns based on heat and pressure that are similar to Rorschach blots, thus his name.
