the racers must follow all laws in the areas they're in, including traffic laws. There's been a couple times when this has been made more explicit like in a natural park they drove through where the speed limit was something like 35, but it's supposed to apply at all times. I've never seen any team punished for speeding however, beyond getting pulled over by cops.
