OK - this is what I;m thinking of - in TAR 2, teams were driving in Namibia and advised to travel 20kmh under the speed limit for safety

A few teams drove at the speed limit and received a 42 minute penalty.
But they were penalised because they ignored the specific TAR advice, not because they broke any laws.
