The thinking is they need bullpen help, and he's the only pitcher of the 6 that still has minor league options. Of course, they couldn't Miguel "I'll give you five innings" Gonzalez to the 'pen because that woulda made a teeny bit of sense.

Your first reason doesn't make any sense since he's gonna pitch whether he's at AAA or the majors.

Minor league games don't matter, so they can limit innings more easily there.
