Jim I think why the current system of deciding extra stoppage time is best left to the ref is because of the time wasting that occurs in every game.

And this level of time wasting varies from game to game.
So when a team is trying to hang onto a one goal lead, they'll drag out the substitutions, be extra slow taking throw ins and corner kicks, roll around feigning injury when they haven't been touched.
And this can all happen from the first minute onwards if they get an early goal.
So on balance it's probably best left to the ref to be the arbiter on how much time was wasted during the game, and he adds this on at the end as a punishment to the time wasters during the initial 90 minutes.
Sometimes it's one extra minute. I've seen it go to 8 extra minutes.
