I apologize. I legitimately have never heard that. Metrics sites I read do go with 12, although the number is in decline as one word offenses increase

Baseball famously can be telecast in 15 minutes including commercial break if only the pitches are shown. The Mariners had this type of broadcast in the 90s. I wonder what all is removed from football to get to 4 seconds. After all, a pocket is supposed to last for 3 seconds on a pass play. That leaves only one second for the catch, run and tackle. In short, I think these people are dead wrong but I would have to see the data to understand how they are skewing the results.
