Offensive linemen get fired if a pocket lasts for less than 3 seconds (it's down to about 2.7 now but still). How is the rest of the play over in 1-1.3 seconds? That barely covers the flight time of the ball. I suspect they are evaluating the "action" portion of the play and excluding the incidentals.
Putting this in Gus Malzahn terms, if plays really did average 4 seconds and the line were lined up after 7 as per the rule, a team with half of a game's time of possession could run as many as 163 plays. I referenced 12 earlier. With the same 7 second gap, we drop all the way down to 95. That's how much the buffer matters.
