There has to be money to be made in being the leader in international flights from the nation's capital, I would think? A lot of government employees have to fly US airlines. There are no international flights from DCA. The next closest airport is IAD. Neither AA nor DL run international flights from IAD. (Some foreign airlines do, of course).
