It's a stupid idea. And honestly the problem with the whole "the banks need to act like banks and start lending again" is at this point not really

true. Banks are (finally) acting like prudent banks. They're not lending because the earnings of companies are nose-diving and they can't get a handle on the value of assets when there is virtually no market to sell them. The economy is going to have to level off before they can start lending again.
