I don't understand how in this city a driver can run someone over and kill them but not get charged with a crime. The laws of this state in regards

to vehicular accidents is a joke. A woman was killed crossing in the crosswalk with the light. The car was turning with the light and just ran her over, dragging her half a block.
How is that guy not charged with a number of things including vehicular manslaughter and reckless driving to name two?
Oh right, in NYS you can basically run anyone down with your car and nothing will happen to you. If you want someone killed in NY just use your car instead of a gun or knife, it's legalized murder.
