Sure but very often the driver is and nothing is charged. This guy won't be charged and he hit a woman with his car and killed her.

He killed someone and nothing will happen to him. Why?!? He clearly wasn't in control of his vehicle and is responsible for killing another person. That's manslaughter and he needs to be punished. This happens all the time here and it is angering me to no end.
If you kill someone, you need to pay.
