It is very common here for drivers to not get charged. Often I don't even think they get ticketed.

I know there are cases where peds dart out into traffic trying to cross quickly, etc, and get hit. And that's on the ped, and is a horrible experience that the motorist will carry forever.

So ignore those cases. Why aren't drivers charged in the other cases?
