Because Blockbuster was the main reason for that high price.

And they never paid that high a price because they cut special deals.
They can't change dvd because they've already set the price. They can't just hike it up 4+ times the current price, especially in this economy. It would kill their sales. They would sell a few mores copies to the rental chains, maybe. But they're all having financial problems, too. And they'd lose all the non-chain rental places. And by the time they lowered the price for sale, people would have just watched it on On Demand, HBO/Showtime (or willing to wait the short time until then), or as a digital download. Nobody would buy dvds anymore. Except on the secondary market, maybe, and bootlegs.
It would also kill the smaller distributors, as they would lose a lot of their market.
